Dear Official Representatives of EMRC member states,
Colleagues, Brothers and Sisters,
Firstly I would like to express my sincere felicitation on the occasion of Eid al Adha to all of my brothers and sisters in EMRC.
Also I would like to take this opportunity to thank you humbly for your kind support during the past 2 years which was crucial for our delegation at the Global Fund board. We could establish good relationships with all other constituencies especially EECA, SEA, LAC and African delegations but also with some donor constituencies. Through frequent meetings with the Executive Director, Board chair and vice-chair, we could contribute efficiently to some main decisions at the GF especially the policies and plans for Challenging Operating environments, “Sustainability, Transition and Co-financing” and the Middle East Plan. We have had significant role in the selection of new board leadership and next Executive Director through extensive negotiations with other board members, the implementers group and electing Dr. Ala Alwan as our representative in ExDir Nomination Committee. We organized two successful regional annual meetings with participation of the board leadership, other constituency board members or alternates and your respected nominees. We have been able to revise our governance framework to reflect recent developments at the Global Fund and the requests for broader involvement of the civil society, graduated countries and potential donors in the region.
I would like to share with you my commitment to operationalize what we’ve agreed upon in the Governance Framework and the 3 year Action Plan we have for further strengthening our delegation at the Board of the Global Fund. Specifically I emphasize on establishment of a regional technical committee to help the delegation in doing comprehensive reviews and developing white papers, policy analyses and propositions for board decisions.
Moreover I would like to continue our efforts for enhancing the capacity of CCMs and GF implementers in our region and beyond through some training provisions, exposure visits and regional meetings. Advocacy for sustainability, proper transition and co-financing has been and will be our main focus during the coming years. I am sure there are also a lot of success stories and opportunities in this regard in our region that could be shared with the global community for which I count on your suggestions and support.
We have tried reaching out to new donors in our region which will not only save lives in the region but also enhance the image of our region globally. This was highly visible and commended during the 5th replenishment conference in Toronto. I will further advocate together with you for getting new donors commitment to improving health and alleviating sufferings in our region. The issue of large scale refugees and internally displaced populations has affected the health systems in a critical manner which needs further advocacy and collaboration in the region and beyond. I will try my best to facilitate project negotiations in the region especially during transition period, and support innovative regional projects.
Finally I would like to address the issue of enhancing our communications by including regular tele-conferences and meetings among ourselves, as well as further strengthening the EMRC communication platform (website, mailing list, social media and our annual reports), regular meetings and trainings, because without timely, clear and effective communication, legitimate representativeness cannot be ensured for the board member.
In the end, I express my special gratitude for your kind attention and cooperation. I fully count on your entire cooperation and contribution towards better health to end the three diseases.
